Geyserville Agency Dealing Over Payment For Casino Protection May 12, 2003 With most of Sonoma County's officialdom opposed to a casino in the Alexander Valley, a rural firefighting agency is quietly negotiating a deal to pay for protecting the casino. Michael Pigoni, board president of the Geyserville Fire Protection District, described his agency's closed-door talks with the Dry Creek Pomo Tribe as "amicable" and "slow." The 29 members of Geyserville's all-volunteer department already are answering about two or three emergency calls a week from the River Rock Casino and the immediate area, compared to about one a month before the casino opened in September. When the hilltop casino is running full tilt, with increased parking, Pigoni estimates it will draw up to 3,000 people a day, nearly doubling the fire district's population of about 4,000. Until he has an agreement with the Pomos, Pigoni said he is providing the casino with services "free of charge." Indian tribes, as sovereign entities, pay no property taxes, which are the major source of the Geyserville fire district's funding. The tribe and the district are hammering out a revenue-sharing pact that will include cash compensation as well as other issues, such as insurance, Pigoni said. He declined to say how much money the fire district is seeking. Pigoni said he has set politics aside, despite requests from Alexander Valley residents to oppose the casino. "We're not a political entity," he said. "We don't fight things." The county and the Pomo tribe attempted to negotiate a broad revenue-sharing agreement involving millions of dollars, but the county broke off talks when it decided the tribe would build regardless of the county's concerns. Sonoma County Fire Chief Vern Losh was in the forefront of the county's dispute with the tribe, and some issues are still pending before a federal judge. Pigoni said he left land-use, regulatory and other policy issues to the county, focusing instead on the casino's "direct impact" on his agency. from Healdsburg to Cloverdale.
