Governor Open To Track Slots May 12, 2003

Gov. Rod Blagojevich called video poker in neighborhood bars a "sleazy, slimy" form of gambling he's not inclined to legalize as part of any gaming deal this spring. The governor, speaking to the editorial board Friday, also said he doesn't support adding new casino licenses for Waukegan and the South suburbs because they would be an expansion of gambling.

But Blagojevich said he did not consider it gambling expansion to add slot machines to Arlington Park or other existing horse racing tracks and riverboat casinos. The governor specified he'd be open to giving patrons access to slots at racetracks only when they are open for live horse racing.

Ultimately, however, Blagojevich said he isn't ruling in or ruling out any gambling proposal state lawmakers might send his way -- even forms of gambling he personally finds "insidious," like video poker.

"There has to be a bit of a slimy, sleazy quality since those (video poker) machines are not legal now and yet they're in a lot of places," Blagojevich told the editorial board. "But I'm not prepared to say today in the incipient stages of this proposal that I'm just going to reject it willy-nilly until we've had a chance to at least hear the proponent's arguments, listen to the case, see how this is done in other states."

Rick Davis, spokesman for the Illinois Coin Machine Operators Association, said he's confident video poker will be legalized because the concept is supported by Democratic House Speaker Michael J. Madigan of Chicago.

"I think what the governor could be referring to are some of the shady operations that now are paying off illegally on video poker machines," Davis said. "I think once he sees that our proposal eliminates questionable characters from the gaming industry he will give it a second look."

A Madigan spokesman declined to comment. Blagojevich's views came at the end of a week in which the push to expand gambling in Illinois started to build momentum. A House panel approved a plan to give Arlington Park up to 1,110 slot machines and allow existing casinos like the Grand Victoria in Elgin to add more than 800 new slot machines.

Additional measures to legalize video poker machines in bars and to allow the city of Chicago to get a casino have not been voted on yet. Blagojevich said it's "common sense" that a Chicago casino would generate the most money for the state, but he wants the city to enter bidding for the state's unused 10th riverboat license. Rosemont and Des Plaines are interested in that license.
