Gambling Expansion Needs Guidelines May 12, 2003

Edwardsville, Nevada? There isn't one, of course, but the possibility of a link between the two locations does exist. That's because the state of Illinois is currently taking a long, hard look at expanding gambling in the Land of Lincoln.

Everyone knows by now that the state is coming to grips with a $5 billion deficit. Fees are scheduled to be increased, services are expected to be cut and about three quarters of our public schools are facing serious financial hardships. But according to some law makers, there is hope.

One of the items currently being examined is a city-owned casino in Chicago. Such a venture would generate an estimated $500 million for the city and $380 million for the state. Sounds good, doesn't it?

No. The last thing the most politically corrupt city in America needs to do is run a casino. Beyond that, another possibility is licensing 47,000 video poker machines for bars and restaurants. There is the potential to raise $375 million in that move.

And then there's a proposal to give 800 more slot machines to the nine existing riverboats and add 3,200 slots at the five horse racing tracks. Under that plan, the state could generate $1.9 billion.

Altogether, the gambling extensions under consideration could produce about $2.6 billion in new state money each year. That would wipe out more than half the deficit and put the Illinois back on the road toward financial stability.

And the horse tracks and riverboats are already indicating that expanding gambling at one location would hurt the other. And then there are the moral questions that surround gambling. Is it healthy?

We see all of these points. Yes, we would like to see the state magically produce $2.6 billion. But we see the downside, too. What we see most clearly, however, is a state that has twice dropped the ball in very similar situations.

The Lottery, when adopted back in the '70s, was supposed to cure the ills of our financially troubled schools. Call Dr. Ed Hightower at the Edwardsville District 7 offices and see if that's happened. Expect a lengthy answer.

Then in the '80s, the introduction of riverboat gambling was supposed to boost local and state coffers. And we have to admit, we have seen some improvements in places like Alton, where new police and fire stations are the results of gamblers' efforts. But the state is in one of the all-time worst financial situations it has ever been in.

If expanded gambling legislation is going to be considered, we believe it should be considered with very specific guidelines as to how the new money can be spent. Very specific guidelines. We've been down this road before. And look where it has led us. If the state is going to do this again, this time it needs to do it right.
