Gambling Division Chief Announces Retirement May 17, 2003
SACRAMENTO:- Harlan Goodson, one of the state's most powerful gambling regulators, informed his staff yesterday that he will step down as the chief of the attorney general's gambling division effective July 1.
The departure, combined with the recent resignation of gambling commission Chairman John Hensley, leaves the state's two gambling control agencies leaderless at a potentially critical juncture.
Indian gambling is experiencing explosive growth and some tribes are challenging the state's authority to play a major regulatory role in their casinos.
Goodson, whose departure has been rumored for months, said he is simply retiring after 32 years in public service. He spent much of that time as a top aide to Attorney General Bill Lockyer, dating to Lockyer's long career in the state Legislature.
"I'm just looking forward to relaxing and working on my golf game and spending some time at home," Goodson said yesterday. "I have no plans at all. I'll explore my options once I've left office."
A spokesman for Lockyer said no successor has been selected. "He has a capable second in command who will be able to administer the office until a replacement is found," Nathan Barankin said. "This is an appointment that the attorney general is going to take a lot of time and care in selecting."
Goodson was Lockyer's first choice to head his Division of Gambling Control, a new office set up to screen and license the state's more than 100 cardrooms as well as key employees of both cardrooms and Indian casinos.
The gambling division serves as the enforcement arm of the California Gambling Control Commission. But the two entities are separate and answer to different appointing powers – the division to the attorney general and the commission to the governor.
Goodson and the commission clashed frequently over turf, the pace of division's work and a perception in some quarters that Goodson was too close to tribes he was supposed to be regulating.
The differences culminated in an early January meeting between Goodson, Hensley and a handful of other top aides at the Department of Justice. The meeting had been arranged by Lockyer's top aides. Unbeknownst to most in attendance, Hensley had prepared his letter of resignation the day before.
"When you have two entities in government that appear under the law to have some overlap in jurisdiction, it's probably a natural thing" to have some testing of boundaries, Goodson said. "It's much ado about nothing. I'm proud of the accomplishments we have made."
Both Barankin and Goodson said the decision to retire was Goodson's alone.
"We are sad to see Harlan go," Barankin said. Tribal leaders
likewise said he will be missed. Many frequently invoked Goodson when
they tried to explain conflicts with Gov. Gray Davis and the gambling
commission.
